RS5.2 - Skills Edition

- introduced a skill system which has different skills and experience levels for each.
- integrated the ore mining system into the new skill system. Higher ore mining level means higher rewards!
- with a lower mining level, there's a chance of wasting the ore you are mining which damages the result beyond usability!

We will eventually expands skills to other limited areas

More information on skills:

Each skill has 20 levels per skill with various modifications for each depending on the skill.
Each skill level is 1000 experience.
The benefit, or restriction for each skill level, is determined by the individual system.
For most systems the only way to gain skill experience is by performing the skill.

- fixed a bug with saving skills experience; we had to reset the existing ones (sorry! it's working now, don't worry!)
- fixed a problem with restoring skills on login
- fixed a problem with dependency skills not loading properly
- added the /skills command to see currently known skills and they're experience. The experience is shown as current experience/experience till next level.

- revised dynamic crafting system (still /craft [item])
- crafting system now uses the skill system; certain recipes may require a certain crafting level
- removed weapon rack, closing rack, and black powder from crafting system

- added the ability to /use wool to forward to /craft fabric; this can extend to other use cases where an item is solely used in producing one item.
- added the ability to /use medical tape as a alias for /craft bandage.
- fixed the recipe for rye bread requiring item "egg" rather than "eggs"

- Moving in /lay 2 removed.
- Now directly going off duty after leave a law group.
- Police garage access for SWAT and admins.
- Vehicle will stay in the correct VW after changing plate.

- Will stop repairing oil pump after dying.

- Drugs and heroin giving a tiny bit of notoriety on harvest/collect.
- Bank transaction logging increased.
- More bank transaction reasons added.
- Property log entry for paid taxes on property.
- Fixed some tax logic on property sell.
- Fixed bug in /changename.
- Admin property selling fixed to account for tax.
- Removed deprecated info on property /info.
- Added Tec, Uzi and Regular Shotgun as drive-by weapons.
- Added /switchweapon [weapon] to switch weapon in a vehicle.

- /callsign for paramedics and firefighters.
- Silencer renamed to Taser in weapon list if the player has a taser out.
- /ticketinfo added for server staff.
- /buyweapon in combat cooldown added.
- /makewine takes grapes now.
- Some /duty related fixes.
- Expired APBs in MDC were still shown in citizen lookups.
- Internal code fixes regarding objects.
- Fixed sending cash and containers to players in other worlds.
- Cannot report yourself anymore.
- Exit fix on spawn at apartment that is inside another property.
- Message to all restricted to logged in players.
- Few meth fixes, might make bugged flares less.
- Fix in farm coup objects at script reload.

- /speedo added to switch speedo types and disable it.
- Phone dialog fixes.
- Added /phone sms inbox.
- Added /phone contact management.
- /givevehicle requires the player to be close to it.
- Saving position when leaving the server during farming.
- Fixes to the police training script.
- Fix to the oil system, should be more breaking.
- /barriers fixed.
- Spawning at last location when you left inside an appartement of a low income house is fixed. (you couldnt exit)

- Cleaned some farming messages.
- /heydude is now in dialog style.
- Taser action message changed.
- /windows etc now have local messages.
- Less loosing of notoriety on death (about 60% less).
- Loosing 5 notoriety every 10 minutes (gotta keep working for it).
- More notoriety gaining from weed (3 now).
- Notoriety from meth production.
- Bit more notoriety gain from selling to the market.
- Added usable "c4 tracker" item (buy it at a hardware store when in stock).

-> Added an error message when your hens wont have enough feed to produce eggs in /buycoupfeed.
-> Changed the active heroin spots from 10 to 20.
-> Prices that were shown in the error messages of some farm commands were outdated.
-> Added mobile bank to /phone.
-> Added 2 /getin slots for a Journey.
-> You were somtimes marked on unknown police duty.
-> The /speedo status will be saved now, however the server will set your speedo back to normal when leaving the server with a disabled one (to avoid confusion).
-> /deletecharacter was not fully scripted.
-> Few changes in the admin script.
-> Small fix in the gates script.
-> Automatic notoriety removal removed. (*)
-> Few object changes.

(*) We have decided to remove the timer that removed notoriety each 10 minutes and we might try Bas his suggestion soon, however suggestions are still open.

We worked on bug fixes and improvements this week.

-> Bugfix in /gps.
-> Passport restriction returned for police duty.
-> Bugfix in /heydude (mapicon got destroyed automaticly).
-> Info message added when staff members disable their PMs.
-> Punishments that are issued by undercover staff members wont show the name of the staff member.
-> Bugfix in weed script.
-> You wont be able to destroy your own weed with a Combine Harvester and wont be able to destroy others their weed if it's in "planted" stage.
-> Improvement in the truck script: the orders list will show up automaticly after choosing one.
-> You werent able to stop animations after planting weed (when the dig animation was over).
-> You werent able to go off police duty with criminal score and notoriety.
-> Small code improvements in the police script.
-> The elevator inside LSPD can now go to the roof.
-> /viewnetworth will ask your permission in a text message instead of a dialog message.
-> The siren bug should be fixed now.
-> You cant /getin whilst in combat.
-> /getin will show a vehicle entry message.
-> Max lines in /name changed to 3.
-> /truckweight didnt work.
-> Bugfix in /collectcellar.
-> Your wearable items returned when pressing the aim button after dying.
-> /glasses moved into /wear and added bandanas + masks into /wear.
-> Range of airport pumps increased (will make it easier to refuel huge airplanes).

-> fixed some issues with premium gift boxes
-> added vehicle voucher (redeem for 1 vehicle license and 1 vehicle certificate)
-> added vehicle certificate, can be used for 1 vehicle purchase free of charge valued under $80,000 (one time)
-> fixed an exploit with certain fancy code thingies which caused server crashes
-> high quality wine / high quality aged wine both now heal 40/50 points respectively.
