2 broken flaps might have upset the "balance" of the fan, making it cause more noise than usual, or it could just be so old that the bearing doesn't have proper fluid in it anymore, making it more noisy.

The GPU was quiet when I first got it though (prev owner broke 1 flap) I tried to look for a replacement fan but ofcourse the way technology moves in the PC world I am forced to upgrade to a new GPU.

I know its GPU 100% cos I stopped the fan and the rest of the PC was quiet. Maybe worth mentioning I was cleaning it when I first got it and broke 2 flaps on the fan but I doubt that will be a big difference.
Well if you broke 2 of the fins on the fan I imagine it would be spinning unbalanced, making alot of noise...

Edit: Which blades are broken? 2 next to eachother or 2 opposite?  If it's next to eachother then it'd definitely be unbalanced depending on how many blades the fan originally had.

If one flap broken this already happens, but with 2 it just intensifies the whole thing. It didn't make noise before because the unbalance didn't take its toll yet. Now it probably fucked up the bearings inside the fan due to spinning like that.

You don't have to buy a new GPU either, I've replaced two of these fans for the same reason in the past which is really easy to do because fans like that are easy to get a hold of on eBay or where ever

2 next to each other.. any DIY idea you have in mind to try and fix this?

I initially came here to try and see if I can fix this by altering the speed of the fan through the OS but it seems its a physical issue. The GPU runs like crazy even when nothing is on. Surely I can program the GPU to work harder when a game is on but a normal state when I'm on Chrome or something that doesn't require help from the GPU?

Well there is a relief.. I believe it's a standard circular fan. Would you recommend me to go and measure it?

Reading on from other sources (they speak total gibberish thats why I come here to get help properly) apparently my GPU requires a lot of power (650) and my PSU is Corsair CX500

Does this play a part in anything?

Not with the noise.

Just read the model number on the fan, it's on there somewhere, probably on the back that's mounted to the chassis. Get the exact same so you know it's gonna fit and work with the supplied current/voltage. If not, look for one that will also mount on that chassis and have the same or very similar specifications as far as current and voltage goes.

How about ''Use MSI afterburner and set up a fan curve, set it so the fan doesnt start until tis 40 degrees celcius''?

Temporary solution until I find a replaceman fan with my dimensions?

No. Temporary solution is taking out the fan completely and let the remaining fan do the work. It'll do.

Let's not forget that an unbalanced fan will lead to the bearings burning out which will also make a noise.

What do you mean by that? The fan is just screwed onto the heatsink by 3 screws. and has a connector ofc connecting to the GPU.

It means the missing fan blades causes the fan's rotation to... well simply put more stress on the bearing

In layman's terms, you fucked up the graphics card cooler and may as well buy a new GPU. Buying second hand damaged electronics always come with a risk.
There's no "DIY" method to fix broken blades besides replacing the cooler fan portion.

There's absolutely no way a GTS 450 requires 650w, that card only requires around 105w and a power supply of around 400w. I really begin to question where you get your information on electronics.
