Be like me, just hover a chopper or a VCN chopper on the PCJ, wait for him to fall or intercept with heli(if you can pilot it like me). I've stopped many criminals evading on a PCJ more easily because when you're on a PCJ, you'll fall for sure no matter if its Nylez or Kessu or Klaus, or else just intercept with a HPV unit or spray some M4s on tyres and he's from PCJ.
