I. Opening Statement

On 23rd of March 2018, VCPD Cadet Luchgox has spotted Ibrahim13 sailing in Vice City's waters, harpooning ogras. Luchgox quickly suspected him for committing this illegal act, and ordered Ibrahim to surrender, to which Ibrahim indeed surrender.

After disembarking the boat Ibrahim was sailing, he was transferred to WBPD for interrogation, in which he acknowledged and admitted to harpooning ogras with the intention of selling them. He also had a rather unusual sum of cash (2,411 ARD), a harpoon and 2 ogras on his person.
It seems like during the second part of the interrogation, after his confession, Ibrahim started saying he was drunk, and briefly acted as he was having spasms on the ground, even though he was handcuffed therefore he could not drink, and he acted completely sober at the beginning of the interrogation.

As it was apparent that at this point of the interrogation, Ibrahim stopped cooperating, he was sent to jail for 30 seconds, and his harpoon which had about 10 shots was confiscated.

    The Ogra is a protected class of marine wildlife. As such, hunting it is illegal.

III. Charges

1. Harpooning ogras with the intention to sell.

IV. Demands

1. Citizen Ibrahim13 to be fined 40.000 ARD for harpooning ogras with the intent to sell.

V. Settlement Offer

Vice City Police Department does not offer a settlement offer to the defendant.
