VCMP Not there?

I downloaded vice city from megaupload, and i try to install VCMP, it installs but i cannot see the client anywhere

Help is appreciated  thanks

does it have a /help type of command, and how do i register the name?

well, right now, it doesnt realy matters. since the scripts are down...

Scripts are actually down, due to some problems with the server, so like many people said, you aren't able to register yet.
