Because the 'minimum requirements' mean the requirements to be able to run the game, not smooth, just run it.
This is about if you can run/play the game smoothly or atleast in a state that's playable.

Those specs will work easily with IVMP. I have worse and have the highest resolution and highest graphic ingame with 40 fps stabile.

Try This page I dont really think ur able to run it, since the minimum requirements are Intel Core 2 Duo 1.8GHz (I m using 2.2 core 2 duo and IV uses up 95% of it ) and u have dual core , which is not as good as core 2 duo. RAM....should do..., And i dont know anything about GPU's. Short answed would be: No, GTA IV wont play on your computer, maybe if you buy new CPU it might play cause i dont know about GPU.

Depend on resolution ull play on. But you can count on low/mid with resolution 1024x768 and lower. If you are interested,explore more about overclocking,because that processor with good cooler can go on 3ghz and above. That would be at least 10fps boost for sure.

I think that i have quite a good cooler , cause i bought it from my uncle, which is a computer dealer and he said that it is a cooler from the newer series. So what's your the opinion guys ?

I like it that it says I should be experiencing this great, when I can't even get more than 25FPS if on 1680 x 1050 + Low settings ROFL.
I'd say, AVG FPS for me is 22-25 when with ENB and Morning + 1680 x 1050 + Low/Medium.

You definitely need a higher processor clock,but anyway,people just need to realize that there is no machine (for no matter what money) that can run this game
smooth and pefrect. Game is seriously unoptimized and you practically cant change anything there.

I just wonder how you get that low framerate because i have a bit weaker PC than yours and i run a game on same (and even better settings) and on same resolution like you do,and i have better fps (between 25-45) And only difference in my advantage is that my processor working on 3.45ghz :/ Only thing that pisses me off is that textures load so damn slow in some cases but i think that this not only my problem.



And there is a bug with reading Video RAM by this site obviously.

I dont see any bug?.. Your main RAM is giving some of the memory just for GPU memory use.

Im running Athlon II x3 @ 3.3ghz, 4GB 1420mhz RAM, 9600GT 512mb DDR3.
Medium settings @ 1680x1050 = 30-40fps.

Only thing that pisses me off is that textures load so damn slow in some cases but i think that this not only my problem.

I really noticed a performance increase when going from 2Gb Single channel (1 stick) to 4GB Dual channel.
with 2gb my textures werent loading fast enough and even if i wasnt driving fast everything would take ages to load. Going to 4GB Solved the problem.

And only difference in my advantage is that my processor working on 3.45ghz

On a game thats multithreaded like GTA IV, 4 cores running at 2.6ghz is better than two running at 3.4ghz.
So yes he should be getting better performance with a quad core. But its probably a bug in some AMD video cards.
My RL friend has a Q9300 @ 2.5ghz with a brand new HD6870 (High end card and much more powerfull than any HD 4800 series card) and he cant play the game at any settings without lagging.
