Community grows, but the lack of RP stays. People seem to join this server as "Wow, a server with friendly chatters and some scripts to fool around with. Suits me". Then why the hell the "RPG" suffix is put near the server name?

Because you are able to role play here. Those friendly chatters does not interfere with your role playing now do they? And if you would use your imagination then you can imagine those friendly chatters as normal citizens on the street of San Andreas.

For me, ArgonathRPG stays the best place to role-play, however i chose the cop role from my first day.. i tried many other jobs, i was a criminal, pimp, zombie killer, hitman, japanese mafia leader, priest etc.. and if i would be in a different community/servers, i could never try these roles. People do change, i changed also since i joined in 2007, in the first year i never went of from cop duty, i was patroling non-stop because i loved that. Then i tried different jobs because the cop role started to be boring, but i always found my place in the community. And now i cant play that much as i used to, but im taking part of leading SAPD and working more on ARPD forums.. trying to organise my units on the server, because that makes me happy.
If people would finally realise what makes them happy, maybe they would stop moaning. ArgonathRPG gives you freedom, dont change it.

Yeah, the script is not the issue, imo.
The issue is basically the Vision of roleplay.

A server I made with a 14 year old guy while I was doing drugs at the most. The funny part was that the guy couldn't even script, so we basically had to steal players from Argonath to get famous.And we recruited players to script for us. It's kinda funny when you look back at it to be honest. Was like 08' or something, can't really remember.

I don't demand anything from you, Aragorn.
The point is that I want you to see my opinion with a open heart.
I want you to understand that most of the players are not as they were, and usually, they do not change without a reason. As we are adults both of us, we could have this on a civil manner, which you've seen by yourself by now.
I took up things I want you to look at, and ask yourself something about.
Everything you wrote, I took my time, read it, and thought about it for a second.

I've been to loads of RL-RP servers and admins are all "OMG RP OR BAN" , I got banned from all for same reason "MGing, PGing, doesn't RP = BAAAGHNN" . I think you should pray admins here... You should check my warn/tempbans and see how I look at the situation "friendly".
