"you cannot /hail 1 then run away"   
i dont see why this is a rule, because its totally legit as a form of RP to give cops the slip...

If running away after giving up was allowed, criminals would run on every chance possible and the cops would never give you the chance to give up anyway. Tell me how that would be RP.

You can fake a /giveup using /hail... (I thnk)
Of course next time you hail, they wont bother about arresting you, you'll probably get killed on sight.

yep /hail 1 is identical to /gu, just it doesn't freeze/make u invincible..

often i'll use /hail 1 if theres a firefight going on, because that way if the cops all die at least i wont be stuck there waiting.. and i can go to LSPD (or nearest station)
