Hydras are okay against other aircraft, hunters are ridiculously overpowered.

One time I had a hydra used on me in my car. I had just under 10 patrol cars chasing me, but I had managed to keep ahead of them and avoid PITs for about 20 minutes. The hydra took out my car then the cops shot me dead when I dived of the explosion.

I was unarmed, and I was suspected for a small traffic offence.

Allow criminal organisations the ability to spawn Hydras/Hunters for a week and take them away from the cops/feds.

However, I've personally benefited from not seeing the Hunter/Hydra in recent times, so I'm not too fussed.
