You forgot one major difference. Somebody with negative thoughts about an admin won't affect the other players on the server in the same manner as someone using a hydra to DM innocent people.

Today, I stole a hydra from the FBI because they were surrounding an ancelotti in a building. I was about to shoot the owner with it.
