As it currently stands only Managers and 1 Co Director (if he still had those rights) can set ATC, no-one can remove.

We're waiting the completion of the Argonath RPG Panel where myself and Jordan will have access to functions that allow us to add and to remove ATC rights.

Right now you will just have to ask them to remove their rights, other take it onto a manager or tell a (Co)Director to deal with it.
