Yes, Dave directed me to TXD Workshop (google it). Open gta3.img and then find a skin. "Export" it to a png, then edit it (paint, photoshop etc.).

Then "Import" it back into there. And you're done.

There is a program called "PedEditor" which has Model IDs, names, and a 3D render of each skin as your scroll through it. Not sure where I got it though  :roll:
