Just because Teddy is inactive doesn't mean the City isn't being advertised... I advertise it, I rolling around few times per day. So just because Teddy isn't active doesn't mean the city isn't being used, we are three mayors in the city, atleast in this roleplay scenario and it isn't just Teddys' responsible to get the city active, as it sounds it should be for you.
