From my point of view, you got two choices: You try to explain the guy what he's doing wrong, if that doesn't help /report.
Or deal with the situation, but if you choose this, don't report, else when admins come to the scene they'll only see you shooting...

Of course you did good. Gandalf left pretty clear that you can shoot back even if you are being deathmatched - You can report or take it by your own hands, shooting.
