It is still against SAPD rules. But it is not a SERVER rule break.
As long as the cop does not start to use the advantages of his role (suspecting and/or killing others on the field) he is not breaking server rules. However ARPD can decide to suspend him from his role.
Of course CRASH would never be caught doing that....

There is several things you must acknowledge as a player when it comes to properties. It includes the following;
- The requested property must not be an object (dumpster, tree, pole etc).
- The requested property must not be inside a government area (Area 59, K.A.C.C)
- The requested property must not be in the sewers (tunnels below Los Santos) nor in train tunnels.
- The requested property can not be in the same house as an already existing property.

Lighthouses are not to be set. They have been done in the past and thus swiftly removed.

Property administrators also work by a 'No tardis policy'(Jcstoods), there are no suitable interiors for lighthouses.
