Indeed, if they could get a really effective propulsion system working then it would be viable to mine other planets (in our solar system) for resources. We could use those resources to build things like the solar panel systems I mentioned before, and then we're good to go.

It may be rather optimistic, but then you could say going to the moon was optimistic.

NASA should concentrate more on actual space exploration instead of simply looking through telescopes... endless opportunities await us out there, and the first place to start is in our own solar system.
