They will want to take the shortcut, but the traffic signal attracts their mind towards making the right decision. However when they are charged with traffic violation, the law enforcement have proper evidence to show that the citizen knowingly violated the traffic law.

As I was fired from judge (right for that investigation), I gaved up with it.
I think after Argo RPG will be up, I will keep with the investigation. Maybe I will try to make reports every week, and the FP will be changed.

Also this, About 50% of all emergency service personnel always use the incorrect ramp going either Code 3 or no Code 3 at any given freeway interchange in San Andreas. The most common ones are: Mulholland Interchange, Montgomery Interchange, and the Southwest Interchange in the Las Venturas Beltway.

That would be very nice, but I highly doubt that everyone would pay attention to them unless there's a cop stationed there 24/7.
