Perhaps Cutt3r can explain what he meant. As far as I could see there is an account Jason that is banned and one jason_luciano that is not banned. I mixed those two, there for thought your account was banned.

Nothing has changed about Argonath, it's the players that bring this upon themselves and their peers by their pointless moronic actions.
Why should the administration team have to babysit players that continue to reek havoc by ban-evading and disturbing players and so on by hacking for example.
If push comes to shove, they bring out the routeblocks to deal with the pest(s).

You're missing the point my friend. What Gandalf did was block a partial IP address, which blocks many people, not just one. What Gandalf is trying to say is that this is the only effective way to stop this particular ban evader. If you have been falsely caught in this block, then you need to contact him via PM with your IP address. More can be found about this here:
