every state police department in US or most large metrpolitan police departments will have a Cyber Crime Unit that deals with:

Illegal Hacking of all sorts
Online Scamming
ID Theft Online

No they don't. That falls under the FBI's jurisdiction.

Either way, this has nothing to do with cyber crime. As stated multiple times already, this is a technical outage.

if it was a cyber hack ,it would be, indeed a crime because argo scripts are from uk not from fkn usa, so FBI has no rights over other countries scripts, interpol aye. but this is not the case, this is a techincal issue

Not necessarily. The FBI does have some jurisdiction overseas.
