Both of you got it wrong, this will only increase the draw distance of scripted (server spawned) objects, not the objects in Vanilla San-Andreas.

Well, the 10x distance view mod only increases GTA SA objects, not spawned ones, so there's no link between the 10x mod and the inscreased draw distance of SA-MP objects ...

Make sure you have 0.3x running and not the old version 0.3e.

Intsalled 0.3x ... now SA:MP fails to respond after clicking connect.
I've tried re-installing SA:MP and GTA:SA it's still giving me the same issue.  gta_sa.exe is shopwn in the processes list but just doesn't want to load up.

Try to delete the gta_sa.set file.
