There's a system implemented to deal with such situations already. Two systems, in fact. ARPD Report forum and Civil Court house. No one will deal with your problems if you're too lazy to deal with them yourself.
And as for wanting to play every minute in-game? Argonath doesn't end when you /q, it continues on forums. Every time someone decides to whine about corrupt cops instead of doing something about it RPly, it takes away from Argonath. Might seem like nothing to you, but think of how it affects the community. If the corrupt officer is a new player, he sees that people here prefer to moan over roleplay. So they pick that idea up and embrace it. On the flip side, if you bring in your criminal lawyer, if you get all big and fancy in the investigation, they see a different, better side of the server. And if they still abuse you, that's not the cue to start whining for a dark blue name or a bright red name to come and investigate. That's the cue to get your lawyer preparing a court case. And the player learns from that, he learns that there are roleplay alternatives to solving problems.
And don't get all the "I don't log in to spend all day in the investigation room" shit in here, you log in to roleplay with other people, and what that means is that you never know where things will go. If your, or someone else's, actions led to you spending all day in the LSPD arguing with three lawyers and a cop, then that's a day well spent roleplaying with other people, rather than "Okay, so here's what we'll do: 3 robbers who rob a bank, FBI gets called in and we all die or escape!".
