In the system there's a feature called "Wake on LAN" which basically means you can boot your PC over the network, but this also can cause the PC to boot up after shutting down.
To test, unplug your network cable and shut down, if it stays off, there's your problem.
To disable it follow the little guide I've created.. :devroll:
Open the
Start Menu and Right Click on
Computer then click on
Manage.

That will open the
Computer Management screen, from there select
Device Manager on the left hand side, and then expand the
Network Adapters tab.

Right click on your
network adapter, if you have more, repeat this step for each device. Select
Properties.

Now look for the
Power Management tab and select that, once you have done that then Un-Tick those two boxes I have highlighted.

Once you are done, just click
Ok and close all of the pages.
Try shut down your PC and you are done.
