Flashback to 2013. Young Huntsman, maybe 12-13 years old, being desperate and annoyed as he keeps getting rejected or fired from most of ARPD departments because he is immature and has attitude issues. He dreams big, and wants to become an important ARPD figure, yet, his too young, and his attitude gets in the way. Being a Chief of Police a distant dream that he always cherished, but never believed to once achieve.

I cannot remember how many times I've been fired from SAPD. I was even fired from VCPD twice and had an application ban that was not set to expire. "Some people need to piss on an electric fence to learn a lesson, and I don't think that'd even be enough for Huntsman" - a quote from a prominent former VCPD figure.

Things changed, I grew, I matured. I finally made it to VCPD Officer and then to Senior Officer. Unfortunately (or fotunately?), life was becoming too tense with school exams coming up and my plans to join the military, so I left Argonath to focus on my studies. In the end, I graduated school with quite good exam scores and enlisted in the military for the basic nine month service.

Fast forward to summer of 2017. I was now fresh out of the military, changed, matured, grown up. I've decided to see how Argonath's doing, and asked for a reinstatement for VCPD. I didn't expect it to become big. I simply joined to have something to do to kill time, assuming I will have plenty in University. Oh boy, was I wrong.

I came in a fortunate time to build a career - the department was having issues that I knew how to solve. So I did, which got me climbing ranks quickly. Two months and I was Sergeant, few more months and I was Captain. Before I even knew it, I was already FBI Director and soon enough - VCPD Chief. And then I understood that this isn't some sort of "wonderful position" that most officers imagine it is to have. Ever since I became Captain, I already acted as de-facto chief due to the chief at the time not being the most active. I found out just how much of a responsibility a command position is. You were looked up to, expect to know all the answers and blamed by the community if something went wrong with VCPD. But I loved it. I loved knowing that I can make VCPD better than ever before, and go into its history as the one who completely reshaped the department. I think I have achieved what I wanted.

However, I've been facing some health issues that have turned out to not be serious, but that could easily change if I didn't change something about my life. My doctor told me that I needed to subject my self to less stress, become physically active again and overall change some habits of mine. A change of path that unfortunately, VCPD simply does not fit in.

I served VCPD during the little free-time that I had, because I have quite an intense life rhythm in the university, seeing how I also need to work to support myself. While first term was easy and I could slack through it, the second term is already much more difficult and I am being subjected to lots of stress. I need to keep up with certain grades to maintain my government scholarship that I cannot afford loosing, so I need to focus on studying more. As already said, the stress and the general unhealthy lifestyle I've been leading has caused some health problems that thankfully were a mere warning sign of things to come if I do not do something about it.

There are also other things in my life that I'm not satisfied with and want to change. I want to, for once, focus on myself, on what I want.

That isn't the only reason, however. I've been loosing motivation for quite some time now and have been wanting to do this quite a long time ago, but was still stuck in indecisiveness. Now I've just received the reason to do it. It's not that something's wrong, or something regarding VCPD happened that got me annoyed or dissatisfied. It's just that over time certain things loose the thrill it once gave you, especially when you achieved the very top and no longer have anywhere to progress.

Why do I not simply step down to a lower rank? Because I know how I am. I will still feel the need and obligation to get involved. If I want to quit something, I need to quit it cold turkey. I've found other methods ineffective.

VCPD is great. I loved every minute of my being here. I think that VCPD is the perfect example of what an ARPD department should be, and the VCMP community is the perfect example of what Argonath should be. We had ups and downs, but thanks to dedicated, smart and loyal people, we've managed to tackle most problems that we've encountered.

I'd like to give a special thanks to Deputy Chief DaniGold and Sergeant =TRC=Sevrin. These officers were by my side at our best and our worst, and never did I have a single doubt that they wouldn't be. I believe that they will be able to continue what we've strived VCPD to become. I must also thank Kessu and Hype, who've always been there for me, who've listened to my rants and breakdowns when I was lost and ready to give up and provided me with some reasonable thought.

I will not disappear. I will still be around to some extent. Whenever I feel like I've got some excessive time on my hands, I'll surely jump in. You'll mostly see me as civilian doing stunts or trucking to kill boredom. I want a game to be something that I kill excessive time in, relax and enjoy myself, rather than be worried and stressed, feelings that come with this position if you take it seriously enough.

I do not want people to be sad, discouraged because of this, or to try and talk me out of it. I think my contributions deserve some gratitude, and in return I want exactly that. By asking me to stay you'll not be doing a favor to me, you'll be preventing me from doing what's necessary. I've grown out of it, I now have more important things to worry about. You'll understand when the time comes.

Deputy Chief DaniGold will now be taking over my position as Chief. This man has, in short notice, proven that he has what it takes and understood my vision of what VCPD should be. There has  hardly been any matter in which our opinions differed. I feel content that I leave VCPD in good hands.

As my last act as Chief of Police, I hereby relieve myself of my position in the VCPD.

You will be missed Huntsman, I can't imagine a VCPD without you. Despite I've been a criminal most of the times, its no fun living in a city without some arrogant Policemen. I've been seeing you in the Chief uniform since I joined, and couldn't imagine someone else in the same uniform.

High Command Decree

Effective: 29th April, 2018



To begin with, we would like to mention that this change in policy has been discussed and agreed in among both VCPD Command and the Server Management previously, but for due to certain reasons was not implemented. Recent on-goings, and, in our belief, use of excessive force, has forced us to consider implementing this decree once again.

From 29th April, 2018, use of Assault Rifles, Sniper Rifles, SPAZ or Stubby Shotguns by those members of the Vice City Police Department that are not part of the Vice City Police Department's Special Weapons and Tactics division will be prohibited without authorization from a Sergeant or above. Use of these weapons without the mentioned authorization will be considered as excessive use of force and punished accordingly.

We have taken such decision in the light of officers buying or otherwise acquiring heavy weaponry and using them on suspects that do not match criteria for heavy weaponry. The loophole that was created without such policy in place often resulted in M4 and other assault rifles that are only sanctioned to use in situations requiring armed and tactical response being used on suspects that are evading in vehicles but do not meet a SWAT engagement criteria (bounty below 9 and etc.). In response to this, we've decided to take action.

This decree does not regulate the use of Sub-machineguns, such as MP5, that are allowed for use without authorisation.

As a result of this decree, the VCPD Procedures and Regulations have been changed accordingly:
Section 10: Weapon Procedures

10.9. VCPD Officers who are not members of the Special Weapons and Tactics division and are not on the said duty are prohibited from using Assault Rifles, Sniper Rifles, SPAZ and Stubby shotguns or any other gear that is not included in their standart duty issue without authorization from Command Staff, except for sub-machine guns, such as MP5, which are allowed to be used without regulation.

OVERVIEW
The purpose of this report is to provide details on the search warrant operation conducted at the Starfish Manor, Property #1, Starfish Island, Vice City, owned by Carlos Lehder. The raid was performed with the help of multiple members of the Vice City Police Department, the VCPD Special Weapons and Tactics team, and one envoy of the Federal Bureau of Investigation sent from Washington D.C.



1. BRIEFING & PLANNING
The briefing took place at the Little Havana Police Department, where multiple members of the Vice City Police Department had gathered in order to prepare a plan for the search warrant. The following were present and took part in the operation:



  • Branislav, Dvorak - FBI Agent
  • Adams, Gabriel - VCPD Chief of Police
  • Collingwood, Steven - VCPD Sergeant, SWAT Operative
  • Collingwood, Jay - VCPD Senior Officer, SWAT Operative
  • 'XkillerX' - VCPD Officer
  • Mikdad, Nahian - VCPD Cadet
  • 'radon' - VCPD Cadet
  • 'bNk.' - ARPD Officer

               

As Sergeant Collingwood attempted to come up with a plan, I raised my hand and recommended a quiet approach via an amphibious insertion. I then went to the blackboard to sketch a simple architectural plan of the Starfish Manor, showing a few key points and a possible back entrance through an underground tunnel. The plan was the following: A team of two men would perform an amphibious insertion via two Predator boats, which would've been provided by VCPD's Coast Guard. The team would then have to infiltrate the mansion through the underground tunnel, reach the main room ( located on the first floor ), deactivate the CCTV system and retrieve the keys for the front door. With the front door unlocked, a convoy of SWAT Operatives and Officers stationed near the Starfish Island western bridge would quickly gather in front of the mansion and set up a perimeter. The operatives would rush through the front door to perform a search on the mansion ( the property was being raided due to the storage of weapons tied to a criminal offense ), while the officers would prevent any trespassers.

The teams were designated:

  • ALPHA: Amphibious Insertion Team ( FBI Agent Dvorak, VCPD Sergeant Collingwood )
  • BRAVO: Storm & Search Team ( Chief Adams, VCPD Senior Officer Collingwood )
  • CHARLIE: Perimeter Security Team ( VCPD Officer XkillerX, VCPD Cadet Nahian, VCPD Cadet radon, ARPD Officer bNk. )

2. INFILTRATION

The weather was extremely cloudy, accompanied by a small layer of fog, which allowed us to draw less attention in the amphibious insertion.

At about 1217 hours, team ALPHA boarded a Police Maverick on the helicopter pad of the Little Havana Police Department. The Police Maverick headed south-west and landed at the Coast Guard Depot. Me and Sergeant Collingwood entered the depot and picked two Predator patrol boats. Team BRAVO and CHARLIE gathered a convoy near the Starfish Island western bridge and waited for our part of the operation to be over.

At 1219 hours, team ALPHA tuned in to radio frequency 315.419 in order to establish a stable connection between the operatives. At the same time, the Predator fleet departed from the Coast Guard Depot, heading towards Starfish Island.

At 1221 hours, I ordered a stop under the Vice Port bridge. I took out a PSG-1 scoped rifle and mounted a bipod on the ledge of the Predator boat. I scouted the back area of the Starfish Manor for any possible hostiles ( none were detected ). After a complete search, we resumed our voyage.



At 1223 hours, ALPHA team docked at the Starfish Manor jetty. We slowly approached and inspected the area. A black Maverick was stationed in front of the jetty, however, it was locked. After giving a 'clear' signal to Sergeant Collingwood, we made our way through the back garden's foliage.

We soon managed to get into the mansion's underground tunnel. However, one CCTV camera was positioned on the hallway. I inspected Collingwood's belt for any smoke grenades, which carried six. I took one, unpinned it and tossed it down the hallway in order to allow us to pass through undetected.

At 1229 hours, we successfully infiltrated the mansion. We found a basement room that we slowly approached and inspected. The room appeared to host a large weapons cache and the skin of a dead ogra.
               

We then followed a system of stairs which was connected to the entire mansion. We made our way to the first floor. The door which led to the first floor hallway was, to our surprise, unlocked. However, there was another CCTV camera down the hallway. Collingwood tossed another smoke grenade and we made our way under the CCTV camera. There, I tapped into the circuit of the camera and disabled it.

At 1233 hours, we approached the manor's main hall. I took out a silenced Glock 17 pistol and aimed at one of the CCTV cameras in the hall. One shot was enough to disable it. Collingwood attached a silencer to his H&K MP5K and used it to take out another camera. I then disabled the last camera by tapping it, as it was positioned near us.

A strange sound seemed to come from the main room's entrance. I equipped a pair of thermal goggles and discovered that the entrance to the main room had a laser alarm system set up. I inspected the circuits connected to the lasers and tracked the panel under the stairs. On my way there, I had to disable another CCTV camera by shooting it. I had to get through a security check in order to disable the laser system, which I successfully managed to hack through.

With the laser system disabled, I entered the main room and disabled the CCTV system completely. I picked up a keyring from a glass table and attempted to open the front door for BRAVO. The third key successfully unlocked the doors at 1242 hours. However, BRAVO was experiencing technical difficulties and we had to stay put until further notice.




3. BRAVO INSERTION

At 1255 hours, BRAVO and CHARLIE approached the mansion and formed a perimeter around it. I opened the doors for BRAVO, which carefully entered the mansion. I pointed Adams and Senior Officer Collingwood towards the basement room hosting the weapons cache. On further inspection, no illegal items were found. However, due to the nature of the raid, all the weapons were seized. The munitions were done packaging at 1305 hours.



Sergeant Collingwood and I picked up one crate each and carried it to the Predator boats. We then headed to the jetty situated near the construction site, near the Washington Beach Police Department. BRAVO departed via helicopter and CHARLIE escorted the Enforcer carrying most of the munitions to the Washington Beach Police Department.



After docking, we designated an LZ for BRAVO to pick us up from the jetty area. The BRAVO helicopter picked us up at 1310 hours. We then headed to the Washington Beach Police Department to store the remaining munitions in the evidence locker.

We finished storing all the crates at 1313 hours, marking the end of the operation.

The Starfish Manor is one of the most luxurious landmarks in the city of Vice, considered the jewel of the city by many. Little did most people know, that it is also a harbor for criminal acts.

On 30th April, 2018, Vice City Police Department, in cooperation with the Federal Bureau of Investigations Washington DC division and supported by the VCPD Special Weapons and Tactics Team, executed a raid warrant execution operation "Jewel of Vice". A search warrant on Starfish Manor issued by the Courts of Vice City has been conducted.

To give more context on the lead ups to the operation, civilian Carlos Lehder, the alleged owner of the manor, has been seen storing weapons in the mentioned property while being wanted by the police, effectively making the property an accessory to a crime. For this reason, even though the operation did not find any illegal items, a great amount of otherwise weapons have been confiscated from the manor.

Operation commenced late at night. FBI, supported by SWAT, conducted an amphibious insertion into the manor, bypassing the security measures and disabling CCTV cameras and security lasers. Once that has been done, SWAT and VCPD units standing by have been alerted, swiftly storming the manner and conducting the warrant. The confiscated items have then been successfully moved to Washington Beach evidence locker, where they have been locked, ready to be destroyed.
