The first is a Caesarian Shift. The phrase is encoded three times - first three words has an N value of 17, the next three has an N value of 16, and the last word has an N value of 9. To decrypt, simply subtract 1 from the N value.

The second is Base64. Nothing much, really. Identifiable by the two equal signs that someone forgot to remove.
