Several things in this story that are extremely questionable.
First of all the town name 'Slaughter'.
Next if you read the report carefully there is no mention of the boy playing GTA IV by the sherrif. The report mentions 'playing a violent computer game that was M rated'.  The writer of the article is the one who puts forward the name of GTA IV.
With GTA:V on the verge of being released, it is clear the writer wants to start either an awareness or banning campaign. This leaves very large question marks on the validity of the article.

If I was 8, my parents would flip out giving me access to a firearm since I could shoot someone accidentally while pointing it as a 'game'.

Although, the thing that comes to mind is that, despite my very scarce knowledge of firearms, you actually need to press the trigger with force, which would be quite a feat for an 8 year old who was just 'playing around'. He did mean to press that trigger.
